For New York State, when entering the total amount of property taxes paid is it the sum of the school tax and combined town and county tax bills?

The amount you enter is the sum of all property taxes. If the school tax, county tax, and town tax are all based on real estate (even if the same real estate) that you own that is not used for business, then add then all up and enter them in Schedule A.
