Economic Impact Payment

I am claiming my brother on my tax return. He received the 3rd stimulus last year and I received my own since we filed independently. For 2021, he is not filing taxes as he was unemployed. I am claiming him as an "other relative dependent". When I filed, i selected that i only recieved $1400 as that is what matches the paperwork sent by the IRS. Now the $1400 is applied to my refund. Is this correct? What should be done?

Yes.  If you are claiming him this year then you DO get it now.  It is really based on 2021.  And they don't have to pay theirs back.   The IRS just used 2020 returns to send the checks out fast.
