Does TurboTax fill 8938 form? If no, why does it ask for all foreign accounts details ?

Yes, TurboTax will complete Form 8938 from the information you input into your tax return.  To access the input for Form 8938 search for 8938 then click on Jump to 8938.  Follow the program prompts to enter your information for Form 8938.
