Yes - if you have an overpayment on your return, the IRS can mail a refund check to your foreign address, but it does not make direct deposits into foreign bank accounts. In the File section of TurboTax, indicate that you want a refund check, not a direct deposit into your bank account.
Please ensure that you have entered your foreign address in the Personal Info section of the program properly. In the Mailing Address section, you should have used the option for "Foreign country", instead of the default "U.S. address". The IRS will send the refund check to the foreign address which you have entered. The check from the IRS will be drawn from the U.S. Treasury, so you will need to ensure that your bank will accept a check from the U.S. Treasury, denominated in U.S. Dollars.
For economic impact payment COVID19, IRS will send a check to an international address I put for 2019 tax refund?
See the FAQs in the link below, while the IRS does not directly address foreign addresses included on returns, they state the following:
If you filed your 2019 or 2018 tax return but did not receive your refund by direct deposit, your Payment will be mailed to the address we have on file.

Thank you for your help. If I got my tax refund by direct deposit then closed my bank account, they don’t send me a check to my foreign address anymore? I got an information if a bank account is no longer active, they will use an address on file.
Yes, if the IRS attempts to send a payment to a bank account that is returned, they will mail the payment to the address they have on file for you. This includes international addresses.
Hello, I had a question. Because of the situation with COVID-19 i was wondering how long does it normally take for a internacional check to be delivered to Europe ? I’m scared that my direct deposit wont go through and that i wont receive the check in a long time due to the act that I’m so far away!
And I would also like to know how long the check is valid for?
Thanks in advance for the help !
