Does the 2017 Honda accord hybrid count for the tax credit?

Unfortunately, no--not for the federal credit.  You can go to this website for vehicles eligible for the Qualified Plug-in Electric Drive Motor Vehicle Credit in 2019:  Federal Tax Credits for All-Electric and Plug-in Hybrid Vehicles
