Does each credit per child equal 2000$ each child should be 2000 for the CTC. But Turbo tax is calculating it at 4000 total for 4 children. Am I missing something here?

I have 4 dependent children. My CTC should be 8000, but turbo tax is calculating it at 4000.

The amount of the Child Tax Credit can be UP TO $2,000.  The actual credit is based on the amount of Tax you owe, it is not a set amount per child.

The credit is first applied to your tax owed, then any remainder may show as Additional Child Tax Credit on your return. You can see how your credit was calculated on the Child Tax Credit Worksheet in your return.  Don't forget to go through the Earned Income Credit section to see if you qualify.

Here's more info on the Child Tax Credit/Additional Child Tax Credit.
