Does blindness qualify as a medical condition in Michigan that triggers a special exemption?

The state of Michigan provides a $2,900 special exemption for each tax filer or dependent in the household who is deaf, paraplegic, quadriplegic, hemiplegic, totally and permanently disabled, or blind. An additional $400 exemption is available for each disabled veteran in the household.
