Does a Ford C-Max, not a plug in, bought in 2018, count as a fuel cell car?

Unfortunately, no, unless it was a 2017 model you bought in 2018.

The current Ford C-Max models that are eligible for the credit are:

2013, 2014, 2015, 2016, 2017 C-MAX Energi

The electric car credit is phased out when a vehicle has sold more than 200,000 units.
