Does a charity deduction made from an IRA have any effect on a standard deduction?

No, it is not counted as an Itemized Deduction. 

When form 1099-R is entered in Turbo Tax (the retirement section), please be sure that it is entered exactly as it appears on the form and that the IRA box is checked. This will trigger questions about Qualified Charitable Distribution (QCD).   The software will ask if a portion or entire distribution was a QCD. Please complete the interview.

You may then preview Form 1040 (prior to paying for the program) and verify that portion of it (or all) is not taxable and QCD is indicated on the dotted line next to Form 1040 15a, 15b will indicate taxable amount (Form 1040a line 11a and 11b).

1.       From My account drop down, select Tools (you must be logged into your tax return and “in” your tax return)

2.       Select View Tax Summary

3.       Select Preview my 1040

Note: If you claim the distribution as a QCD, please do not enter the amount as a charitable contribution in the Deduction and Credits section.  A QCD is not included in your taxable income and you can't deduct it again under charitable contributions

For 2000 tax return, can I deduct charitable contributions from my IRA account?

No, if you make a Qualified Charitable Deduction (directly from the IRA to the charity) it is not deductible but it is also not included as income.
