No, the 1098 mortgage interest does not always change your refund. You will not actually benefit from it unless your total itemized deductions are greater than your 2017 standard deductions. As you enter the information in the program, it will transfer the information over to the Schedule A and also line 40 of your form 1040 if it works in your favor.
