Do monthly common charges get calculated into adjustments when a property is sold?

No, monthly common charges do not get calculated into basis adjustments when a property is sold. Only the cost of improvements to the property get added to the cost basis. Monthly "common charges" (e.g. HOA fees) are classified as common area facility and maintenance fees.
