Do I have to claim for 1098-T on my income tax? Or is it my choice whether I can claim this?

No if you do not want to claim the Education credits you do not have to enter the 1098-T information unless you have scholarship income, it must be reported on your tax return.  I recommend keeping a copy of it so if you change your mind (you have 3 years) you can always amend to get the credits.
