The child tax credit is available to reduce your tax liability, however if you do not have any tax liability because your income it too low or eliminated after your standard deduction and exemptions, it could convert to the "Additional Child Tax Credit" (ACTC) which is a refundable credit. Check out the payments section of your tax return for the ACTC.
