That is the same rejection notice I received on both Federal rejection notices.
That does not appear to be an IRS reject but internal to TurboTax.
Did you file a schedule A with charitable donations?

Message came back that both the Feds AND the State rejected my return.

Like I said, the state reject is automatic if Federal rejects.
All I can suggest to to review the Schedule A to be sure you are not exceeding the deduction limits.
Or contact Customer service to look at your return.
