Can the charitable donations that I had deducted pretax from my federal pension to the Combined Federal Campaign be subtracted from my adjusted gross income?

I will use the standard deduction and so I can't deduct the donations.

Sorry you can not deduct any pre-tax items.   They have already been excluded from taxes.
