Can I use the TurboTax Free version to get the qualified energy-saving improvement credits?

Would like to know before I start my return what the cost is going to be so I don't have to deal with the bait and switch pricing again this year

No. The energy credits form 5695 is not available in the Free Edition.  Here is a link you can use to see the forms available in each product edition.  Scroll down and click the "Tax forms" tab for the list.
