No,you will not be able to deduct Tool Expenses or any other unreimbursed employee expenses on your 2018 tax return if you are an employee.

Unfortunately, job-related expenses for employees are no longer deductible in tax years 2018 through 2025 due to the Tax Cuts and Jobs Act (TCJA) that Congress signed into law on December 22, 2017.

Are you an Employee (Form W2) or Independent Contractor (Form 1099-MISC)?

If you are an Employee, these expenses are not deductible for 2018.  Where are you seeing TurboTax allowing you to do this?

Rite under job expenses for w2 income. It doesn't just apply to state. It nearly doubled my federal return

Did you choose that you fall under one of these classes of Employees?  Armed Forces Reservist, Qualified Performing Artist, Fee Basis Government Employee, or Disabled and Have Impairment Related Expenses?

Turbotax is allowing me to deduct job expenses and I have not checked any of the above employment.
