Can I include a foreign phone number from outside the US?

For the phone number, if it's not a U.S. phone number, you can just leave the phone number blank.

Also, be aware that if you plan to pay your TurboTax fees with a credit or debit card, that card MUST:

 - Be in U.S. Funds (dollars)
 - Have a valid U.S. Billing Address
 - Have a valid U.S. phone number tied to it.

Otherwise, the credit/debit card will be rejected for payment.

TurboTax is not accepting the field as blank. Once I attempt to submit, the system requires I enter a phone number. Yet, I am an expat and do not have a US phone number.

I need to file 2018 taxes and ive been stuck overseas in the Philippines and cant figure how to use turbo tax and im running out of time

Online TurboTax is now only for 2020 returns.

A 2018 return can only be prepared in 2018 desktop software (CD/download.)     Are you using the 2018 software, or do you need to purchase it?

 

If you don't have it, the 2018 software can be purchased as a download directly from TurboTax here:

The 2018 return cannot be efiled.  It has to be printed, dated, signed, and mailed.   If you have both Federal and state returns, send the Federal return to the IRS and the state return to the state tax agency.

 

It's recommended to mail by a method that has tracking, such as certified.  Keep proof of the mailing date in your records.    If you use postal mail, here is the address for returns sent from foreign countries.  Which one to use also depends on whether a payment is enclosed or not, as you'll see here:

If you send by a private delivery service instead of mail, such as FedEx, UPS, DHL, there's a special address to use, since those shippers require a street address.  The IRS refers to these as "private delivery services".  The proper street address for private delivery can be obtained at the IRS website linked below.  Returns sent from a foreign country via a private delivery service should use the Austin address shown at this link:

If you use such a service, get the service to provide you a proof of mailing date for your records.

 

If you use such a private delivery service to send a state return, you'd need to check with your state tax agency to see what street address they use for such deliveries.
