Can I file a form 14653 (Streamlined Foreign Offshore Procedures) using Turbotax?

No, you can't.

Unfortunately, the IRS requires that Form 14653,  Certification by U.S. Person Residing Outside of the U.S., be sent in paper form, along with any other required documents.
