Can I deduct smog test fees if the test was required to renew the cars registration?

For some vehicles California requires a smog test as a condition of registration renewal.  Is the cost of the test and\or certificate deductible?

No. that is not deductible.  It is a fee, not a tax. Fees are not deductible.
