Can I deduct moving expenses for a move upon separation from the military? I needed to return to my home state- does that still count as a military PCS?

Yes, active-duty military members who relocate due to PCS orders, can deduct moving expenses. These include orders to a first duty station and orders when separating or retiring from military service.
