Can I claim my child and get a tax refund for just my child if I am not working but I am the costodial parent? Do I not qualify at all?

I am the costodial parent but currently not working. Father only has child 2 weekends a month. I do receive child support and loans from family for bills at this time.

No, if you do not have income for 2018, you will not get a refund even though you are the custodial parent.  You will not qualify for credits related to your child because they are based on your income, particularly your earned income (Form W2 or Form 1099-MISC).
