Can I claim all mort and tax deductions on a home that i am on the deed for but I am not on the mort. I pay for 100% of the mort and taxes

Me and my ex are on the deed. Only she is on the Mortgage. I have always paid all the expenses. Mortgage, property tax, utilities. Repairs etc

For the mortgage interest, the IRS requires you to be liable for the loan. 

The taxes you paid may be claimed by you since you are on the deed.
