Can I charge sales tax deduction on untaxable income of $45,000 when using the standard deduction?

Can the recovery rebate credit be part of this?

The Sales Tax Deduction is only valid when itemizing.

The recovery rebate credit has nothing to do with the sales tax deduction.   The recovery rebate credit is for the 3rd EIP payment ----the "stimulus" money of $1400 per person that was sent out beginning in mid-March.   If you did NOT receive it you can get it as a credit on your 2021 tax return if you are eligible.

 

Sales tax is an itemized deduction.   If you are using your standard deduction then entering sales tax will have no effect.
