Can COVID 19 be considered a federally declared natural disaster for 2019 taxes per question in turbo tax software?

No.  You are filing a 2019 return.  Covid-19 is a 2020 thing.  We can all wait and see if they declare it a disaster for 2020 when we file our 2020 returns next year.

Yes, according to this IRS source, The COVID-19 pandemic is a “federally declared disaster,” as defined by section 165(i)(5)(A) of the Code for year 2020.
