Can a disabled person that is not allowed to drive because of a seizure disorder use uber or lyft and deduct the entire fee vs. only mileage?

Yes, you could deduct the amount used to travel for medical purposes as a medical expense. 

Travel for any other personal reasons such as the grocery store, going to work, to visit a friend or go out to eat is not deductible.
