Can a dependent that had dividend Investment income and had foreign tax withheld from those dividends file and get that foreign tax refunded ? Total income is less $1050.

Can a dependent that had dividend Investment income and had foreign tax withheld from those dividends file and get that foreign tax refunded ? The total amount of dividends and interest for this dependent is less than $1,050 so filing is not required normally. I wonder if foreign tax withheld can only be returned thru a tax credit and if no taxes are owed, then no way to get the foreign tax back, is this true ?

You are exactly right. The taxes withheld can only be returned as a credit and if no taxes are owed the credit is lost.
