Can a child you send monery to that is incarcerated be considered a dependent

in the state of Tx

No.  Sending money to someone who is incarcerated does not make them your dependent.  A person who is incarcerated is being supported by the institution in which they are being held.  Money you send for incidentals is a gift, which is not deductible.
