Are improvements to the property, filling in dirt to prevent house from foundation flooding during heavy rains deductible on my Alabama state return?

You can't take a state deduction for personal residence flood prevention costs. 

The cost of those improvements would be added to the basis in your home, in determining any future gain or loss on sale (or calculating depreciation, if converted to a rental)
