Are hsa contributions considered contributions to medical expense accounts for state taxes?

No, state-based medical savings accounts like in Idaho and Montana (I think) are NOT HSA accounts, which are established for the federal tax return.

Therefore, contributions to your HSA are NOT to be reported as contributions to your state-based medical savings account.
