Am I eligible for the Earned income credit, if my spouse and I both worked? living on base in England?

Yes, if you are active duty military station in England you can qualify for the Earned Income Credit (EIC) if you meet the other requirements. Per  Publication 596:  "U.S. military personnel stationed outside the United States on extended active duty are considered to live in the United States during that duty period for purposes of the EIC."
