After adding my W2, it mentioned that I need to pay HSA excess contribution for 2021 tax.

"The penalty comes from your $216 penalty for making excess contributions to a Health Savings Account."

But in my W2, the total HSA contribution is only $3,600 which is still within the 2021 max limit.

Is there any bug in Turbo tax?

have you gotten to the interview forms for form 8889 which is for the HSA a/c where you'll need to enter certain info like type of coverage, amount distributed if any? do not reenter your HSA contribution. the W-2 amount transfers automatically to line 9 of the form. if you do Turbotax will think you contributed $7,200.

until completed TT thinks you've contributed an excess amount.
