1099-NEC given for work related travel

My wife is a private school teacher.  For many years the local public school district has reimbursed her to attend a work related conference.  This year they sent her a 1099-NEC even though she received no compensation for the trip.  She is not an independent contractor.

How do we claim the travel expenses to offset the amount of the 1099-NEC?

The only way to offset the income would be to report it as self-employment income. That way out of town travel expenses would be deductible. They would not be deductible as employee business expenses as they aren't allowed in 2023 on your federal tax return.
