Wisconsin Non resident: Can I claim Schedule M of 1-NPR?

I am filing Wisconsin state taxes as non-resident.

I was a student at the University of Wisconsin-Madison in 2019.  Can I claim Schedule-M subtractions within form 1-NPR?

I am planning to claim medical insurance and tuition fee. I have gone through the instructions but I don't find anything specific for non-residents.

 

PS: I am an F1 student and therefore I am filing WI state tax as a non-resident.

NON RESIDENT ALIEN 

If you are a non-resident alien, your return must be filed on Form 1040NR, which cannot be prepared using TurboTax.  You can use TT’s partner, sprintax:
