There must be some issue with NJ.
Other tax software is also on hold for NJ forms.
I called Turbo Tax customer service today and they sent me a form to request a refund for my Turbo Tax CD. I was told I would just have to wait for update to NJ-Bus-1... WTH. I was told it would be updated on 2/24 but I was told earlier in the month the update would be available on 2/10 which it never was.
Kind of pathetic, no more free file for he kids, charge for virtually everything and upsell but yet the basic forms aren't available for one of the most populated states in the US. May be time to look at alternatives for tax prep.
These forms are scheduled to be available on February 17, 2022. See TurboTax State Forms Availability
I see now different error for e-file rejection.
"NJ_PY_Retirement_Exclusion_Hold - Your New Jersey state return requires a product update before it can be electronically filed."
This info not available on https://care-cdn.prodsupportsite.a.intuit.com/forms-availability/turbotax_nj_online_individual.html yet.

If the federal forms are all finalized and it is ready to e-file, you can choose to file just the federal return at this time, then come back when your state forms are ready and e-file that return.
Note, if you don't e-file them together, you do have to wait until the federal is accepted before you can e-file the state. Sometimes this takes a day or even two.
Here is a TurboTax Help article with directions for when you return to file your state return.
