Why isn't a QCD subtracted from gross income in California?

an RMD directed to a QCD isn't recognized in California income tax calculation.  Why?

The QCD is not included in your federal income (AGI) and California tax calculation begins with your federal AGI so no adjustment is needed on your California return.
