What do you mean when you haven't received State?

You owe if your withholding wasn't enough to cover the state tax on your income.  Each year is separate.  You can't compare to last year's tax return.

They took out for state....so is it that I didn’t pay enough in and they have to get what I didn’t pay in?

If you claimed exempt at work then they didn't take out any withholding.  So you didn't have enough taken out to cover the tax on your income.

So the 464 that they did receive for my state taxes wasn’t enough?

Apparently yes.  Especially if you claimed exempt for 6 months.

Without looking at your return it is impossible to know why.

These are the most common things that effect your refund or balance due:

  • Change in Filing Status;
  • Change in dependents claimed;
  • No longer have a child, under age 17, to claim the Child Tax Credit
  • The amount of federal and/or state withholding;
  • Income based credits, such as the Earned Income credit;
  • Tax bracket changes
