Why does the Massachusetts tax preparation module not include Schedule EC for Solar energy credits?

Unfortunately, MA Schedule EC (Solar and Energy Credit) isn’t a state form supported by TurboTax -- see State Forms Availability Table for TurboTax Individual (Personal) Tax Products)

You’ll need to print, complete, and send Schedule EC Solar and Wind Energy Credit by mail. Additionally, Massachusetts requires that you enclose Schedule EC with your return to receive the credit, so you’ll need to mail in your state return.  Failure to do so will result in this credit being disallowed on your tax return and an adjustment of your reported tax.  See “Solar and Wind Energy” on page 25 of Form 1 Instructions for more information.

Sort of figured that out but thanks for clarifying; the real question is why is Turbo Tax selling a product with omissions and which require the customer to have to file like this

No longer true for 2020 - the form is available in TT and can be e-filed. Max credit is $1k.
