We meet all of the requirements. I can see from googling this that many people have had the same issue for the past two filing year. I don't see any way to fix it except to preview the state return and manually enter the information, which I'm not comfortable doing.

The diagnostic code is used by the TurboTax Agent to view your "scrubbed" copy of your return when you are having certain problems that cannot be resolved.
