Why am I not getting back anything from State even though I paid PA state taxes

PA has a flat income tax rate of 3.07%.  If your only income is W2 wages,  your employer will withhold exactly  the required amount of state taxes due, resulting in no refund, no tax due.

About the only way to get a refund from PA is:

1.  Contribute to a 529 plan

2.  Have unreimbursed business expenses., or

3. Qualified for he PA Tax Forgiveness Credit.

There are a few other ways, but very uncommon.

Why do you expect a refund from PA?

The federal W4 form has nothing to do with the PA withholding.  PA has no equivalent form.

As a Pennsylvania resident you do owe state income tax on your earnings and income.

If you are a W-2 wage earner, you need to ask your employer about revising tax form W-4 to have enough taxes withheld to cover your state tax obligations.
