While filing VA tax, turbo tax calculates the "eligible dependent care expense" and prefills the data automatically? Can someone explain what is the logic to calculate?

If you entered dependent care expenses on your federal return, then TurboTax transfers data to your state return.  In Virginia, you might qualify for the Child and Dependent Care deduction, if you had dependent care expenses on your federal return.
