What does it mean when it say a offset for $445 from my irs payment dated February 23,2017 has been applied to your delinquent debt

It means IRS has taken $445 of your refund and applied it to some past due debt amount...could be child support, student loans, prior years taxes that haven't been paid....  I can dig up a phone number for Treasury Offset if the message doesn't include one.
