If you cannot leave the information blank, then put the exact same amount reported as Federal income for PA, and then a zero in the state tax withheld spot.  If you are a PA resident, you report the unemployment to PA, and this is how the system will recognize the income.

Pennsylvania, I only have a Federal ID number and OMB No. Located on my 1099G, also my 1099G does not contain any boxs with numbers on them, there is also only 4 boxs not sure if that is just because im from Pennsylvania.

Where were you getting the error from before?  PA actually does not tax unemployment.

Its on the "Let's get details on your 1099G" I have all the information i need on my 1099G expect for boxs 10a 10b and 11 and the bottom locailty. Which you did answer my question about the state and local taxes thank you but for i do not know what i should put for the State ID number or Locality. There seems to be a trash can at the bottem of these boxes but for some reason i am unable to delete them.

Delete the numbers in these rows.  What is the message you get afterwards?

You should only need to fill in the state TIN, benefits recieved, and any federal withholding.  That's about the only info on a PA 1099G.  Don't fill in any state ID, state W/H, or local information at all. Unneeded for preparing the state income tax.
