What constitutes the North Carolina "consumer use tax"? Is this the same as sales tax for on-line purchases of goods?

YES

The "Consume Use Tax" on line 18 for the form D-400, refers to the sales tax added to yoru tax return for the purchases you made that were not assessed a sales tax by some tax authority.  Usually on most internet sales. 

(technically, it is more detailed than that.  Supposedly, if the out-of state item purchased was taxed at a rate lower than yoru local NC tax rate, you are supposed to pay the difference to NC, but few people keep those kinds of records.  Example...You bough a computer in another sate that was taxed at 5% by that state, and you bring it back to NC to use.  But your local tax rate is 7%.....you are supposed to pay that extra 2% to NC to make up for the difference))

Use tax is not charged the same as sales tax, but both may be entered into the sales tax portion of TurboTax.

How do I input the "underpaid tax amount" on the NC State Tax Form via TurboTax.

I have the records to show lower sales tax amounts paid on internet purchases. The difference between what was paid and what NC is "entitled to" totals less than $5 total.

I want to input purchase amounts and sales tax already paid.

Same place in the NC software...

 

1) You just start thru the Out-of-State Purchases interview, and enter every purchase where you significantly underpaid Sales taxes.   

 

2) Once you've entered all the purchases you think are needed, you'll have a table of all those purchases, and the prices you paid (price before any sales taxes were applied).

 

3)  Once #2 is done , you hit the "Done" button at the bottom of that page, and the next page you will enter the total of all sales taxes you actually paid to those other states...just one grand total you paid.

 

4)  Hit "Continue" on that page and the next page will show you the  $$ amount of Use Tax that is being added to your NC state tax return.
