unused absence pay from a different state

My son lived in Las Vegas throughout 2019.  He received a check from NYS for unused absences.

Does he ow NYS taxes on that income even though he did not live in NYS the entire year?

It depends.

He may have a tax liability but we are unable to determine that here.

Did he receive a W-2 form?  How was the income reported to him?  He should have received some sort of tax reporting for this income, whether it be a 1099-MISC or a W-2 form.

If so, he will need to file a nonresident New York state income tax return to report his income from New York sources

Hi.  Thx for the reply.   Yes, he received a W-2 from NYC DOE.

When they sent him the unused absence pay, they had taken out $250 for NYS income tax.

My son lives in Las Vegas, and Nevada has no state tax.

I was wondering if my son filled out a non-resident NYS tax from, maybe we would be entitled to a refund of those taxes paid.  Appreciate any guidance here.
