Turbo Tax didn't take me through filling out my Vermont Renters Rebate forms. How is this missed?

You can access the Renter's Rebate section through the Vermont state portion of TurboTax. As you click through the screens, you will first see a screen that asks about the Vermont Annual Homestead Declaration, then you will be asked if you owned your home or rented as of December 31, 2018

You must answer this question indicating that you rented in order to start the Renter Rebate section. After this section is completed, you will see a section called Renter Rebate Claim. This section will determine your eligibility for the rebate. (Please see attached screenshots for clarification)
