TT wants me to file a non-resident tax return - why?

Hello - I doing my daughter's taxes for 2019. Trying to understand why TT thinks she needs to file a non-resident tax return to DE for 0 dollars. She has worked in PA for two years and has no income from DE in any way shape or form. She has lived in PA for all of 2019.  Can anyone explain why there would be a need to file a DE return?  She did file a non resident DE return in 2018 also but again did not owe anything nor was due a refund (again, 0 income from DE).

If your daughter lived and worked in Pennsylvania all of 2019, she would not need to file a Delaware return.

If there is no reference to DE on her W-2 or other document, TurboTax may be asking because she filed a DE return last year.
