NM has an informational worksheet where one must enter Unemployment paid. TT is adding this amount to the imported federal AGI- which already has the Unemployment amount in it. IE, counting Unemployment twice. This made me appear to be ineligible for the rebate. When I entered my info in NM's own online tax efile portal, i was eligible and it computed correctly. I was also able to confirm that TT is double-adding the amount by leaving it out when asked for it for the worksheet
I attempted to replicate the situation you described. However, I did not find an input in the New Mexico state tax return that asks for unemployment, only worker's compensation as it relates to the Low Income Tax Rebate.
