the iowa information worksheet won't let me choose polk county, no entry for a to n and waukee for my residency. it keeps taking me back to this section. is there a fix?

Go back and review your entry. The first section is for your county; the second and third sections are for your school district. Since your school district is Waukee, you don't need to make an entry in the A to N section.  See the image below for your reference.
