The Georgia Part-year and non residents section. It says enter the amount of the following items that you earned outside of Georgia while a nonresident of Georgia.

This allocation page is used to determine the income that should  and should not be taxable on your Georgia return if you lived there for part of the year or not at all.  

You should be seeing a list of income items reported on your Federal return.  Enter the amounts that have no tie to Georgia.  This would be income that was earned before you moved to Georgia or from another state where you lived if you never moved to Georgia.
